So far, Luffy has defeated the likes of Crocodile, Lucci, Katakuri, and Kaido. Given the fact that he has taken down so many notable opponents, Luffy can easily survive a Buster Call.

Shanks is the captain of the Red Hair Pirates and one of the most respected characters in the world. He does not possess any kind of Devil Fruit, but his Haki is second to none. Mihawk is known as the strongest swordsman in the world, and on many occasions, Oda has clarified that his skill with the sword surpasses that of Shanks. Mihawk has yet to be involved in a major fight that would give him the opportunity to show off his skills, but that will surely change in the Final Saga. There is a good possibility that Mihawk can survive a Buster Call without any major injuries.

Kaido participated in so many battles that his Haki reached extraordinary levels. He was able to defeat Luffy multiple times in the Wano Country arc. It took the protagonist an immense amount of hard work to beat Kaido in a 1v1 fight. With his level of power, it’s hardly surprising that he can withstand a Buster Call with ease.

Dragon’s powers are unknown, but he is presumed by fans to be among the strongest characters in One Piece. Dragon very likely possesses a Devil Fruit that allows him to manipulate wind. As the story enters the Final Saga, Dragon will get more screen time, and he will show off his real power to the audience.
